the eban and ban is broken it saids i dont have access to these commands when i try to ban a spammer and advertiser fix fast before griefers grief

I'm allowed access to /eban, /ekick, and kick. I can't do /unban, /pardon, /ehistory, /eunbanip, /ban, /banip. This is kind of serious since we can't ip ban anyone without ehistory or whois (which has been broken for a while anyway).
