    Can i make the ceiling in the second part of town higher? So it's same height as first part of town? Then my tree wont be restricted Razz.

    No, you can't just remove people's stuff just so you can make your town bigger. There isn't any difference between that and griefing. If you do remove a building just to expand the town, you will be treated like every griefer. Sorry, those are just the rules.
