Try using these for offline people (YOU MUST TYPE IN THE FULL NAME FOR OFFLINE PLAYERS!!!!):
/eban [name]
for temp ban: /eban [name] [time banned, use "d" for day bans]
You cannot ban people offline with the standard:
/ban
/tempban
/eban [name]

Does it say something like, "You do not have permission to ban this player" when you did /ban [whoever]? If so, that's because that player is offline.
